When you do not see the Teredo in the network adapter properties, you have not connected that computer to another on the LAN. It creates the IPv4 to IPv6 connection. It is a pseudo IPv6 network for higher security that Windows does automatically.
It is not a physical device. It is part of the operating sysytem and works with the network adapter drivers. You do not download it. Just use the drivers from HP for the network adapter that is in your computer. There seems to be a Broadcom or an Intel. My guess is it has something to do with running Windows 10 Pro because my laptop which is running regular windows 10 already has Teredo installed and is able to flawlessly connect to the Xbox network.
